Number/Location of water meter

You can provide water meters separately for the water line only connected to plumbing fixtures, not required for every plumbing fixture or floor. If there is any further pantry served on the same line, then a separate water meter is to be provided from the pantry water line.

Could you tell me what do you think about this situation: I have water line connected to all plumbing fixtures, including ones that we have in utility room (there is sink and valve). Should we submeter the utility rooms separately? Does LEED treat it as process water? 

Yes, you can submeter the utility rooms separately. Providing a water meter to the major water source ie plumbing fixtures is advisable. The submetered utility room water consumption can be deducted from the measured total water consumption of the plumbing line to measure the usage of the indoor plumbing fixtures.

But is it necessary to deduct utility rooms? If we don't submeter utility rooms separately, will that not be accepted, because it is treated as process water in LEED assessment?

I do recommend to please review the definition of PROCESS WATER.

In my opinion and understanding, I do not think utility rooms (same as janitor room?) is considered process water.

PROCESS WATER: water that is used for industrial processes and building systems, such as cooling towers, boilers, and chillers. It can also refer to water used in operational processes, such as dishwashing, clothes washing, and ice making. (Page 307 Definitions - Credit Indoor Water Use Reduction, LEED Reference Guide for Building Design and Construction V4 Updated August 2020).

If this is the case then utility rooms (same as janitor room?) are optional to be submetered alone and can not be submetered included nor as part of indoor plumbing fixtures and fittings subsystem nor other process water subsystem nor other subsystems.
