CI-v4 EAc3:Advanced energy metering

Is data-sharing letter needed from Owner?

In LEED NC-v4 - EAc Building-Level Energy Metering a letter is required from the Owner to state their commitment to share energy consumption data. In the credit template there is a prompt to upload this letter.  I don't see the same in this version CI-v4 EAc3 - Advanced energy metering. s it required?
