Control for Detention/rehab facilities

Hello,

We have a facility that is a detoxification center for youth that has a number of secure rooms for several weeks stay for each patient/detainee. There are controls for the space but each room has very limited control for obvious reasons. 

If this space consists of the 50% of the required occupant space needing control, can this credit in this situation be acceptable? And does the control requirement only apply to Option 2 or is it for the entire credit?

Some guidance would be appreciated.

If the secure rooms constitute more than 50% of the individual occupant spaces, then at least some of them would need comfort controls in order for at least 50% of the total individual occupant spaces to include controls. However, note that comfort controls are not just limited to thermostats. The guide defines thermal comfort controls as allowing occupants to control air temperature, radiant temperature, air speed, and humidity. Examples of eligible thermal comfort controls include thermostats, ceiling fans, adjustable underfloor diffusers, task-mounted controls (such as plug-in desktop fans, humidifiers, or dehumidifiers), and operable windows. Examples of ineligible thermal comfort controls include a ceiling diffuser without an accessible control, and a thermostat with a fixed setpoint that cannot be adjusted by occupants.

The thermal comfort control requirements apply to both Options.
