We have a 6 storey addition to an existing 4-storeyed building. The mechanical systems for the addition are separate from the existing systems. The project is going for LEED v4 CS certification. 

Is the existing portion required to meet EQp1 ventilation and monitoring requirements if there are no changes being made to the existing mechanical system?

Additions can be confusing - you'll probably want to email USGBC customer service (leedinfo at usgbc dot org) directly to confirm your rating system selection and the scope of what systems are included or not.
