NC-2009 WEc3: Water Use Reduction
We have a project where we can only use Flash Valves for WC instead of Reservoir. The valve is having a sensor and has a kind of automation for the dual flush option. The manufacturer specification is indicating that if the occupant is using the toilet less than 45 seconds it will release 3lt of water if it is more then 6lt.
Can it be a problem for considering it as a normal dual flush with a reservoir with simple buttons?

I think you might want to send this directly to GBCI for a response. I could actually see this setting using more water use than necessary. I can think of a variety of reasons that the time-duration would trigger the higher flush regardless of whether someone actually needed it from the waste produced: People with mobility issues that struggle to get up/down; People doing something on their cell phones causing them to linger on the seat; People struggling with toilet paper dispensers (paper stuck, rolls not spinning, being out/needing to get some passed to them under the stall, etc.); etc.
I'm concerned that GBCI might force you to assume a higher percentage of high-volume flushes given that it's a much easier thing to inadvertently trigger. Granted, the typical path also has the potential for people to push the high-volume button when they don't need to. The potential issue here is that you're removing that user choice and automating it.
