Cooling tower makeup water meter

Can a cooling tower makeup water meter count towards the following option for a metered water sub-system:

  • Other process water. Meter at least 80% of expected daily water consumption for process end uses, such as humidification systems, dishwashers, clothes washers, pools, and other subsystems using process water.

I asked the team lead at GBCI this very same question.  the answer is "no, a submeter that is required by a prerequisite cannot count as one of the submeters for the Water Metering credit"  good question.
