Partial Compliance Requirement for Insulation Category

For the insulation category, the credit language indicates that "At least 75% of all insulation, meets the VOC emissions evaluation." However, there is no further information to indicate if this threshold should be met by cost or surface area as outlined for the other categories. I am trying to determine if 75% compliance by either cost or surface area would also be suitable for insulation?

We asked the same question and were told it will indeed by cost OR surface area.

This was clarified in the addenda update for the 4.1 guide. Don't neglect to download addenda which are released each quarter.
