bike storage can be outside of the LEED project boundary. you'll still need to adhere to the distance from bike storage to building entrance requirements. And GBCI will probably ask if the bike storage is meant for users of other buildings, if yes you'll need to prove that the bike storage is sized to account for all the expected users.

For bike share, the beta reference guide does specify "within the project boundary." If you're proposing to include it outside the LPB, my educated guess would be that it would qualify if it's been added to serve the LEED project (or offset the added demand for bikes created by the LEED project), as part of the financial scope of the LEED project. But an existing bikeshare station nearby on campus would not.
