BMS as Thermal Comfort Contol

Has anyone pursued this credit using BMS as thermal comfort control?

I have a project with several spaces supplied by FCU that is controlled or the temperature can be controlled through BMS. These spaces are multi-occupant spaces (e.g. canteen, gym, and multipurpose hall for training). I was wondering if this is acceptable since this spaces are not being occupied for the whole day. Like for example, in multipurpose hall, it will be occupied if there are scheduled trainings.

Hoping that someone can share their thoughts about this.

thermal comfort control must be provided to the occupants.  BMS control, from my experience, does not allow control from the occupants but rather the building operator.  don't think your strategy will demonstrate compliance.
