All equipment tested as part of commissioning?

I am LEED consultant on a convention center renovation/addition and some team members are asking whether or not all equipment needs to be tested in all modes of operation, or if one of each type of equipment can be tested. Are there any guidelines on this? Thank you.

Our commissioning group will test all 'system level equipment' (e.g. chillers, cooling towers, boilers, air handling units, etc.) through all modes of operation.  Zone level equipment (e.g. VAV boxes, fan coil units, heat pumps, etc.) we typically sample at a rate of 10% to 20%. The sample set is tested through all modes of operation.  Sampling set and percent sampled is determined by the owner, or in some instances determined by the Commissioning Authority.  hope this helps.

Is there anywhere in the LEED guidelines where it states that sampling is acceptable when the project has  hundreds of same units with 4 different sizes and serving similar spaces/zones? And what that sampling is? I have seen 1 out 7 (15%) or may be 20%? Thoughts?

Within the "Step-by-Step Guidance" section of the LEED reference guide it states "Sampling strategies may be implemented for functional testing. An acceptable sampling rate is '10 or 10%', meaning that for multiple units of the same type with the same components and sequences (e.g. fan coil units or variable air volume systems), the commissioning team may test only 10 units or 10% of the units, whichever is greater."
