Hello,
We're working on a project that uses chilled water to cool water tanks as part of an industrial process. The supplied chilled water comes from a chiller that also produces cool water to the HVAC system.
Do the chilled water tanks and the piping in the vicinity of the tanks need to be insulated?

If the standard says they need to be insulated, then yes.
There was a major shift between 2007 and 2010. See Section 2.1 in 2010 as it now included process related equipment covered by the standard.
