In the case that, at least 25% and up to 100% of annual wastewater (recycled water) are used in cooling tower dilution tank for dilution purpose before being discharged to public sewer system, would it be possible to account this as the recycled water being 'reused'?
I am uncertain about this because; although good amount of potable water supplies are replaced by recycled water; however, the water will be discharged immediately after.
