Thermal comfort control requirement

Is there no area limit to install thermal comfort control, such as the only one thermal comfort control should be installed on common use space per 200m2? 

Also, is the thermal comfort control considered as a controller if there is an on/off switch?

There is no area limit.  Yes, an on/off switch still qualifies as a thermal comfort control.
