ATMs allowed?

Under v3, ATMs were not allowed as a service (had to be a full-service bank). Is this still true under v4? I don't see anything about ATMs.  Thanks!

Still not allowed. They want a full-service bank or other financial service where you interact with a person and can do more than just deposit and withdraw funds.

Automated facilities such as ATMs or vending machines are not included. For a full list, see the Appendix.
