Building footprint for open space vs. roof area

I haven seen this same type of question in the forum before, but in this particular case it is extreme, so I would appreciate some feedback/opinions.

We have a BIG discrepancy between building footprint vs. roof area; around 40% more roof area than bldg. footprint. This is happening because the classroom wings in this project are elevated, built on stilts; height from ground elevation to finished floor is at least one story, sometimes more. We want to count the space underneath as open space, since it is part of the landscape; mostly hardscape: the majority of this area is used for playgrounds, sports courts, pedestrian walkways, etc. but there are also some planted surfaces (as much as  limited sunlight can permit), and it is definitely accessible to all users.

Any opinions?
