We finally found a Static Control Epoxy Coating for a concrete floor that meets the VOC requirement, although it only References EPA Method 24. Can this be considered equivalent to CDPH STandard Method?

Hi, EPA Method 24 cannot be considered equivalent to CDPH Standard Method. EPA Method 24 deals with VOC content IN the product BEFORE it is applied. CDPH Standard Method deals with VOC emissions FROM the surface made with this product AFTER the product was applied. It is just different issues, despite both use the term VOC.
Sorry.
