I have a material submittal for three component multi purpose fluid epoxy resin grout , that is used for concrete column repairing and strengthening 

under which category should this be ?

As per my knowledge, you must look to the ingredients of the material for the  soild content , if it is 100% , then it will VOC free . "Low emitting material"
