Greetings ,
in LEED V4 there was an approach where I can use a master plan rain water management system .
I can not find this option in V4 , I am working on a project that is part of a master plan development where they have a storm water management system (storm water basin) for all over the site where water is treated and reused .
is that applicable in V4?

V4 requires the use of green infrastructure, which by definition means treating runoff at the source through small systems and small drainage areas. Large regional-sized detention basins developed for a large-scale development are not green infrastructure, and do not meet the intent of the credit.

+1 to what Michael said above. This credit has become much more difficult in the transition from v2009 to v4. That being said, it appears that they are making some adjustments for v4.1. I'm still not sure that your approach would work (I haven't done enough research into what they are doing for v4.1), but it may be worth looking into for you.
