"A discount rate for green vehicles is an acceptable substitute for preferred parking"

Hello to all,

At the Credit " Green Vehicles" is mentioned "A discount rate  for green vehicles is an acceptable substitute for preferred parking".

Does this mean that our project can choose to have a discount rate instead of designating the 5% of all parking spaces?

Correct, the project can offer a 20% or more discount to drivers parking qualifying vehicles.
