This is a question with a slightly different twist from some other recent posts:
Our project would like to utilize our certified Building Systems CxA to act as the primary LEED documenter for the Envelope commissioning. We are using a third-party Envelope consultant to perform most of the required duties of Envelope commissioning such as observing, testing, mockups, submittal reviews, etc. but they would not be the same party compiling the documentation and submitting to LEED Online. This would be done by the Building Systems CxA.
The Reference Guide, p. 408, Choosing an Appropriate CXA, states that "multiple team members from different companies may collaborate to complete the commissioning scope of work. However, one CxA must lead, review, oversee, and coordinate all activities and deliverables provided by the commissioning team."
But our Building Systems CxA does not have "...documented envelope (my emphasis) commissioning process experience on at least two projects with a similar scope of work." Also stated on p. 408.
Can we use our Building Systems CxA in this role?

My interpretation is that yes you can utilize your Building Systems CxA - but they need to have some oversight of your Envelope Commissioning team. Since they (CxA) will be providing the documentation and sign off uploads, it would be there role to review their Commissioning Plan & Specifications and ensure it meets the requirements outlined in the reference standard (NIBS 3-2012). They will also have to make sure they check all the boxes of whats required so the scope doesn't have any holes.
