Can the same Cx complete both option 1 and option 2 for the Enhanced Commissioning?

Being completed by the same company is common, with many Commissioning firms having both MEP & Building Envelope specialists. The credit does not exclude the same individual performing the Fundamental, Enhanced and Building Envelope scopes as long as they are experienced in the commissioning of these systems. So yes it can be completed by the same individual, they just must be qualified.
