Rice-Field as Previously Developed Land

Does rice-fields also categorized as "previously developed land"?

Rice fields would not count because the express purpose of this credit is to protect greenfield sites from development, specifically the following types: prime farm land (which it sounds like this qualifies as), floodplains, species habitats, water bodies, and wetlands. Examples of previously developed land, which the credit is encouraging use thereof, are the following (but not limited to): parking lots, adaptive reuse of the shell of an older structure, and the sites of unused quarries or mines.
