Do Shaftliners in the interior wall assemblies fall under the Low-Emitting Material category for CDPH v1.1 2010 VOC Emission testing?

If yes, and in absence of the VOC emission testing, can a letter from the manufacturer stating the product has no added formaldehyde would work?
