Can I still earn this credit through green power or RECs alone?

The owner has purchased RECs for a percentage of energy use of its whole portfolio of buildings, or whole campus. Can we earn this credit for a single LEED building with this purchase?

Buying REC for Hong Kong Project

We are doing a Hong Kong based Commercial Interior Project. We have suggested our client to go for RECs. The problem is there is no local REC provider yet, some are in the pipeline but nothing concrete. Can a hong kong based project buy REC from american or european providers?
