Regarding the following:
"Engage in a contract for qualified resources that have come online since January 1, 2005, for a minimum of five years, to be delivered at least annually. The contract must specify the provision of at least 50% or 100% of the project’s energy from green power, carbon offsets, or renewable energy certificates (RECs)."
Do people usually renew the certification?
If they used RECs or offsets on the previous certification do they have to purchase it again in order to renew the certification?

Design and construction versions of LEED don't really have a renewal. Once the building is occupied it becomes an existing building so you can recertify under LEED EBOM or you can recertify under ARC. Under EBOM green power would be an optional credit. Under ARC I am not certain if it helps with your score or not. Anyone else know?
In my opinion all project should have to recertify in order to maintain their certification but that is not currently the case.
