Which Rating System Applies to a small Addition to In-Patient Hospital ?

We're beginning a project that includes a 7500 sf ED addition to an existing Emergency Department that will undergo remodeling. The project is part of a recently constructed but not LEED certified inpatient hospital. The intention is to have a stand alone HVAC system, there is some site work and utility relocation.

This doesn't fit the description of new (complete) building or major renovation. It is a 24/7 inpatient facility (or part of one) so it seems logically Healthcare. It could be interior renovation (except for the new shell and systems).  I'm not clear how current rating system selection rules would treat this. Thoughts?
