NC-v4 EAp2:Minimum energy performance

MEPC's New Construction U-value cannot be changed?

Recently, we will build a two-floors building made of metal material,  but ROOF and WALL of MEPC's New Construction Nonresidential will automatically run U-0.273 and U-0.479, respectively. It is not possible to enter Metal Building (U-0.312 and U0.477) with reference to ASHRAE 90.1. Does this U-0.273 and U-0.479 look fixed and cannot be changed?

The baseline values are fixed according to Table G3.1-5 Baseline.
