mineral based surface hardener

Hello,

Concrete industrial floor applied in our project is finished with dry, mineral based surface hardener. According to the technology, the hardener is applied without adding water into it. The water which is needed to set the hardener comes from the damp concrete located beneath it. Should I treat it as wet applied material which requires documentation for VOC content and emission or as dry flooring material? Thank you in advance for your answer.

No, since it's applied as a dry coating, you don't have to consider it "wet-applied."
