Removed windows

In a building that is being refurbished some windows are removed and are replaced with opaque panels. How shall they be considered in the baseline model? As windows with the properties of the existing (and removed) windows or as walls with the U-value specified by Table 5-5?

I think that they should be considered walls in the baseline. That said, beginning in 90.1-2013 the existing window area is supposed to be modeled in the baseline and the proposed window area is based on the design. I think this is a bad move. If you take what is allowed to an extreme it makes no sense to me. We worked on a project many years ago that had no windows. It was a building that housed telephone switch gear. The building was converted to an office and many windows were cut in the walls. So in that case we would have had a baseline with no windows compared to a proposed with many windows. Just does not seem to be a reasonable comparison to me but it would be allowed under this rule.
