Do the required savings for this prerequisite (and credit) need to come only from building energy, or also process loads?

NC-v4 EAp2:Minimum energy performance

Modeling DOA in Baseline for residential project

I am working on a small hotel that is served by VRF units and DOA unit which dehumidify and reheat the OA for the guest rooms, when creating the Baseline system (system 2 for this project) should it also dehumidify and reheat the OA?

Definitely dehumidify but there is no reheat in a System #2.
