We have a project on a university campus that will have no new parking associated with the project. However, the design team is hoping to achieve points for LTc8. Can the project add preferred parking spaces for green vehicles or charging stations to an adjacent campus lot and allocate them to the building being certified? How should the project determine how many spaces would be needed to achieve this credit?

Hi Audrey, yes, those charging stations and preferred parking spaces may be located outside the LEED project boundary.
First you would need to figure out a reasonable estimate of the number of parking spaces building occupants will use. If the university doesn't have a number they can provide, you could use the base ratio tables in LTc Parking Footprint as a guide. (This parking could also be used to achieve that credit - remember that the number will have to be consistent in both credits! So, if you're counting on earning Parking Footprint by having zero parking, this might not be a great strategy.)
Then, reserve the appropriate number of preferred parking spaces and charging stations for project occupants. Alternatively, you could calculate that number based on the whole lot, and not reserve them for project occupants.

Hi Emily,
We are building a live theater project downtown that will not have any on site parking. The only available parking is on the street (belonging to the city), would it be possible for us to earn a point for green vehicles if we install charging stations on the street available for anyone including those visiting our project?

Hello, Adding to this question. for a major campus project with dozens and dozens of parking lots mostly unassigned does this credit turn into a campus wide initiative of providing spaces for Green Vehicles? Where does the Preferred compliance get dropped when working on a campus? I have received comments that contradict the path suggested here.

I'm not surprised you received contradictory comments - there's just no official guidance on this scenario (at least not in any detail) so reviewers have to play it by ear as much as project teams do. My best suggestion might just be to propose a reasonable approach and schedule a pre-review call to discuss it with the review team.
The good news is v4.1 removed the preferred parking requirement and just asks you to provide charging equipment. That's still challenging to determine the location and associate it with a specific building if you have shared, unassigned lots, but it's certainly more practical than trying to determine preferred spaces in a lot that's not immediately adjacent to your building.
Annie, installing charging stations on the street sounds reasonable to me but would probably be a matter for a CIR or at least something you'd want to contact GBCI with before your review. again, looks like it will be easier in v4.1 with that preferred parking requirement gone.
