My project is specifying shower-heads that allow the user to adjust the flow rate between 0.5 GPM, 1.0 GPM, and 1.5 GPM. Can I account for savings from this fixture or do I have to use the highest flow rate when calculating my indoor water use reduction?

Although LEED allows water use (gpf) of toilets to be averaged to consider the distinct default partial/full uses (using the official WE use calculation for dual flush toilets) , flow fixtures typically have to be calculated using the worst case/highest flow rate the fixture offers. I am not aware of any exception to this rule.
