Graded Site - Previously Developed Site

For a Distributuion Center  project located in an industrial park , the developer enhanced the mechanical soil properties through grading the whole site area. This happened approximately two years before the site  purchase.

May I classify a graded site (for enhance soil mechancal properties) like a Previously Developed Site?.

The initial state of the site before the purchase can be seen in the following link:

Hi Pedro, Did you get any feedback on that? I would also like to confirm if a graded site can be considered as previously developed.

Pedro and Agata, The LEED Reference Guide (p.15 has a section on previous developed), states "Land that has only been cleared or graded, with no additional improvements, is not considered previously developed." Kara
