Direct vs Indirect Lighting Strategy A - does Guidance illustration comply?

The illustration used for Strategy A under Guidance for Direct vs Indirect Lighting includes a Luminance diagram with 11,286 cd/m2 at 45 deg. and 0 above this mark. Does a fixture with this luminance distribution curve meet the glare mitigation requirements of Strategy A or just miss? We are finding many downlights with a similar curve but few with less than 2500 cd/m2 at 45deg.
