The v4_Minimum Energy Performance Calculator_v05 states that "Mandatory step controls are included in the proposed, and modeled in the baseline for all spaces enclosed by ceiling height partitions per Section 9.4.1.2a". How shall I model the step control? Shall it be modeled also for spaces where there is no daylinghting?

How you model it depends on the software you are using. The steps are spelled out in the standard.
This particular requirement has nothing to do with daylighting. It is a control requirement for all applicable spaces. As you can see there are numerous exceptions.

Probably I'm missing something. The statement states that the power shall be controlled with at least one control step between 30% and 70%. At which power steps shall the lights work during the simulation? At different steps during different hours? With which rule?

This means that the lighting controls must allow for this to be possible. This is most often accomplished with things like separate switching for different fixtures or in the old days with fluorescent with separate inboard and outboard controls for the tubes within the fixture.
So the proposed lighting design is required to have this capacity. The simulation should be based on a schedule(s) associated with the expected use of the lighting in the space. There is no rule which governs how this is modeled. How is the lighting system likely to be used? If this capability is expected to be used then it should be modeled as accurately as you can using an appropriate schedule. Many default lighting schedules probably ignore this and assume it will not be used even though it must be installed. The lighting schedule(s) in the baseline must be identical.
