Safety Data Sheet as manufacturer's inventory

Dear All,

As far as you know, are Safety Data Sheets (SDS) from EU regulations 1272/2008 (CLP) and 1907/2006 (REACH) considered as a compliant "manufacturer's inventory" since no third-party certification is specifically required for this approach in the credit's option (Option 1)?

Any feedback from reviewers will also be very appreciated.

Typically SDS sheets contain information on hazardous ingredients, not all ingredients and thus I do not believe a SDS itself would meet the requirements of Option #1
