The project is situated in southeast asia and there is no Acca certified contractor. Does it mean we will not get the credit? But we have PCab (certification for contractors) will they accept?

This credit is not available to projects that do not have all heating, cooling, and ventilation systems commissioned by a technician with North American Technician Excellence certification, HVAC contractor credentialed by an EPA-recognized HVAC Quality Installation Training and Oversight Organization (H-QUITO).
