Pipe insulation sealant???

I'm trying to figure out, under what category would pipe insulation joint sealant fall under?

I ask because I got a submittal for that type of product and it compares the products VOC content of 20 g/L less water to the LEED VOC limit of 250 g/L less water.  But I don't know which category with a VOC limit of 250 g/L less water would this product fall under.
