In v2009 there used to be a 5 % minimum for the area that needed to be planted in order for the project to be eligible for the credit. Is there such a threshold now? Or does basically one plant that needs no irrigation qualify?

There is no threshold, no percentage that has to be achieved: Page 289 in the ref guide, under step 2: "this credit can also be achieved by projects that have no landscape area."
