Preferred parking spaces in a residential building

Hi,

I'm working on a projet with residential use, so each flat will have an assigned parking space. Discounted parking rates is not an option since each flat has a predefined number of parking spots. Thus, we are thinking about doing two different riffles:

- One will have the preferred parking spaces (5%) and in order to enter, your car has to qualify as a green vehicle;

- And the other one will include the rest of the spaces. 

Will that be a feasible option to earn the credit? And if not, does anyone have any suggestions as to how to comply with the requirements of the credit?
