Do the required savings for this prerequisite (and credit) need to come only from building energy, or also process loads?

NC-v4 EAp2:Minimum energy performance

Option 3 - Core Performance Guide???

The prescriptive path under Option 3 still references the "Advanced Buildings Core Performance Guide".  However, this guide has been "sunset" by NBI and no longer exists.  Typical.  

So are we supposed to reference NBI's more recent “New Construction Guide”?

That version was in effect when LEED v4 was written. That version does exist on NBI's web site. There is a pilot credit available to project wishing to use the New Construction Guide.

I see you can still get the errata on the web site. I would call NBI to see how you might be able to get a copy.
