Is all solid wood considered inherently non-emitting? I’ve seen sources that say only solid wood flooring counts as inherently non-emitting.

NC-v4 EQc2:Low emitting materials

Subfloor Product

We have a subfloor product that does not have an emissions certification but does meet VOC requirements. Does this product have to comply with both adhesives and flooring categtories in which case it must have emissions? Or is it considered an adhesive in which case it would not necessarily need to meet the emissions because of the 90% threshold?

If your product is an adhesive to be used within the subfloor construction, then your assumption is correct. If it is a solid subfloor construction, then it will need an emissions evaluation.
