Thermal Comfort for Renovation of Historically Significant Building

Our project is a "Major Renovation" project for a historically significant buidling within a historic district.  There is no insulation in the exterior walls, and because of this designation, none can be added.  We are using the ASHRAE 90.1-2010 4.2.1.3 and an alternative compliance for the baseline.  Can we then also apply this designation somehow to the ASHRAE 55-2010?  With no insultation in the walls, without some "exception" we do not beleive we can meet ASHRAE 55-2010.

Heather - you can potentially overcome lack of insulation with active hvac systems that keep the temperatures in the right range. It will depend on the building occupancy type and the climate. However, I would venture to guess that since this it is a historically building it primarily uses passive systems and/or inefficient hvac systems. Inefficient meaning not very uniformly laid out radiators and diffusers to provide comfort for the users.
