Legacy lighting within the lighting boundary

If there is an existing lighting within the lighting boundary (in our case lighting of the parking lot), should this be included in the assessment, or not? (My guess is yes, but we just would like be 100% sure).

If existing lighting is within the project boundary it should be included in the assessment. The project boundary must be consistent between credits. If existing lighting is within the lighting boundary, but outside of the project boundary, it can be ignored. The lighting boundary only exists as a line to measure light levels at. It does not extend the scope of the project. There has been some confusion from Review teams on this topic for the past few years. I noticed the error this spring and have tried to call them out on it.
