We will have cogeneration onsite. Do the credit requirements apply to all electricity used onsite, or only that which is purchased from the grid?

Utility Renewable Portfolio Credit

My local utility has independent certification of it's current renewable portfolio, can this be credited against the Green Power percentage? e.g. Utility 20% renewable + 17.5% REC purchase = 37.5%.

It has to be Green-e certified. Typically much of the renewable portfolio of individual unilities are the result of a mandate or include things like large scale hydro which does not qualify under Green-e.
