Manual or automatic glare-control devices

Is it absolutely essential to have manual or glare-control devices in all of the regularly occupied spaces? What if a few of the spaces do not have any manual or automatic shading but may be able to meet the ASE requirement?

I would assume that if a few spaces do not have shading devices, then you could not count those spaces towards your compliant daylit area.

That is correct. They would still be included in the total regularly occupied space total, just not the compliant area.
