I would like to know if there is a maximum obstruction height of views for option 1. In the case in my project, if it is an office building, with a central atrium and in that atrium, we would have a window-sill of masonry and just above a frame of transparent glass. I would like to know if there is a height limit for this window-silll which is not considered obstruction for v4.

If its an atrium open to the outside, the limit on the sill would be within cone of vision. The 42 line has been softened but its still a good guide to providing views to occupants sitting. If the bottom of the glazing is within 90" of the floor you should be ok. I have documented a few spaces with this argument.
