NC-2009 SSc8:Light Pollution Reduction

Residence Hall 24 hour Use Spaces

We have designed a residence hall that has single and double rooms on a double loaded corridor, with shared floor lounges and studies. The reviewer is asking for the Lounges and Studies to follow Option 2 Shielding for Interior Lighting because they are "24-Hour Space", and so must have automatic shades - too expensive for this project. By code, the lounges and studies are all residential occupancy, so I tried to make the case that they are exempt, but comment came back again. Of course, it's a res. hall so people will be in there 24 hours a day. Any ideas on how to earn this credit without adding auto shades?

Per Interpretation #10147: Residential spaces (dwelling units only) are exempt from the interior lighting requirements. Per Interpretation #5149: Areas outside of the residential spaces in a multifamily residential building can comply with either Option #1 or #2 on a space by space basis. Lounges and studies are typically common to all residents and would be considered outside of the dwelling units. Something to consider would be using the v4 version of this credit. You don't need to convert the whole project, just this credit. The v4 version of this credit ignores all interior lighting. https://www.usgbc.org/articles/new-leed-v4-credit-substitutions-2009-projects

I have the same question. v4 SSc6 puts the mandatory requirements of interior lighting in EAp2 - meeting mandatory lighting requirements of ASHRAE 90.1 2010. If we upgrade SSc8 in a NC2009 project to the v4 SS6 version, wouldn't it make sense to also require meeting the mandatory lighting requirements of ASHRAE 90.1 2010? This requires additional lighting controls and could be a big deal.  We are in the final steps of design and we should understand if this is a requirement.
