Requesting clarification on compliance process - EA 2.1 and 2.2

I have a question regarding using ResCheck to demonstrate compliance with EA 2.1 Pre-requisite Basic Insulation. LEED permits using RESCHECK to establish 5% improvement to get credit EA 2.2 but there is no similar provision mentioned for establishing compliance with EA2.1. Secondly, the IECC 2004 code allows you three approaches of establishing compliance. Can we use any of those approaches to meet this LEED Pre-requisite? My first question is a derivative of the second. Thanks in advance for your response.

In order to meet EA 2.1, you'll want to follow the Energy Star v2 requirements, for a pre-drywall insulation inspection. Review the prescriptive Energy Star v2 requirements and Thermal Bypass Checklist.

Ian, Thanks for your response. My question was more about meeting the insulation levels as per IECC 2004. Can I use the U-value or UA routes towards establishing compliance as opposed to meeting the prescriptive R-values? Thanks again for your response.

Yes, If U-Values are more readily used where your project is, that should be sufficient, as they translate to R-values. U-Value = 1/(R-Value). You may want to do the conversion just to be sure, as most documents will reference the R-value for insulation.
