I have 5 existing buildings on a campus that are served by a common (existing to remain) steam boiler plant. There are no other buildings served by this plant. Each building has it's own heat exchanger and (existing) distribution pumps for hot water. Each building has it's own (new) cooling equipment. The project has filed under LEED CS 2009 and each building has a separate LEED CS application.
How do I treat the boiler plant? Shall I model it as Option 1 under DES guidelines? In an earlier comment, Marcus identified that it is only a DES system if it serves buildings outside the project in question- this applied to a V4 campus application. Not sure if that is also true for a campus with separate applications.
Please advise.

I think you could use either DESv2 option.
Sounds like your plant does serve buildings outside the building it is located in. A central plant is not a DES unless it serves more than one building beyond the building it is located within. So a building with a central plant that only serves that building is not a DES. Sorry if my reference to "project" was confusing.
